money back on ebay purchases. legit.

so i go to this site before i purchase anything on ebay
and i get money back on my purchases.
so far ive accumulated about 23 US dollars back.
you'll need paypal i think. i dont remember.
but mine goes back into my paypal account.
the site is also good for other online retailers too
i think Etsy is one of them.
